Coinbase and the Linux Foundation launched the x402 Foundation to oversee the development of a new open-source internet payments standard. The group will steward the x402 protocol, which allows websites to request and receive payments as part of standard web traffic. This move transitions the technology from a Coinbase-led project to a neutral, community-governed model.

Reviving HTTP Standards for AI Commerce

Launched in 2025, the x402 protocol repurposes the long-dormant HTTP 402 "Payment Required" status code. This creates a native payment layer for the web, allowing APIs and websites to request payment during normal HTTP interactions before granting access to services. The standard is designed to facilitate "pay-per-request" models using stablecoins.

Developers are increasingly adopting the protocol to support AI agents that perform autonomous tasks for users. Projects such as World are integrating x402 to help agents prove they represent real humans. Additionally, infrastructure projects like MoonPay's Open Wallet Standard are adding support to streamline these machine-to-machine transactions.

"The internet was built on open protocols," Linux Foundation Executive Director Jim Zemlin said in a statement. "The x402 Foundation will create an open, community-governed home to develop these capabilities in the open, ensuring they evolve with transparency, interoperability, and broad participation across the ecosystem."

Industry Adoption and Network Effects

The foundation includes a wide array of industry leaders, including Google, Stripe, Visa, Mastercard, Shopify, and Cloudflare. The Solana Foundation also participates, reporting that Solana has driven nearly 65% of x402 transaction volume this year. This broad coalition suggests a push for a unified payment rail that bypasses traditional manual checkout flows.

This shift represents a move away from proprietary payment gateways toward a vendor-neutral infrastructure. By placing the protocol under the Linux Foundation, the participants aim to ensure that no single company controls the gateway for agentic commerce. This mirrors previous industry shifts where proprietary software became open standards to accelerate global adoption.

"Agents are going to buy, sell, and transact on our behalf," Coinbase Chief Business Officer Shan Aggarwal told Decrypt. "They will need a payment rail that’s open, interoperable, and doesn’t require a human clicking confirm purchase."

Future of Agentic Transactions

The x402 Foundation will now focus on maintaining interoperability across different technical implementations. Early priorities include providing better support for merchants and developers building services around the standard. The goal is to create a seamless environment where AI agents can transact without human intervention.

Industry observers will likely monitor how quickly traditional payment processors integrate these open standards into their existing stacks. The success of x402 depends on widespread adoption by both content providers and AI developers. If successful, it could redefine the economic model of the web from subscription-based access to granular, request-based payments.
