The Metropolitan Police Service (MPS) has officially announced the signing of a business process outsourcing contract with IT services provider DXC Technology, valued at up to £1 billion. The agreement is designed to transform the back-office functions of the Met and its associated bodies, with a primary focus on ERP systems, resource management, and business process outsourcing (BPO).
Under the terms of the deal, DXC Technology will take over the maintenance and operation of the Met’s existing Oracle E-Business Suite. More importantly, the company will serve as the systems integrator, tasked with migrating the current, complex architecture to the Oracle Fusion SaaS platform. This initiative seeks to streamline the police force’s HR, finance, and commercial operations through a modernized technological framework.
Moving Beyond Legacy Systems: A Push for Digital Transformation
The Metropolitan Police launched the procurement process in December 2024. At the time, the force made it clear they were seeking a "prime contractor" capable of assuming full risk to coordinate a suite of core requirements, including back-office BPO, ERP system management, and resource planning. This partnership goes beyond mere technical replacement; it encompasses comprehensive business process re-engineering and service delivery.
Previously, the Met’s business support services were provided by Shared Services Connected Limited (SSCL). That contract, which began in 2015, was initially valued at £234.5 million and aimed to drive cost savings through the "Business Support Services Transformation Programme." However, due to expanding operational requirements, the contract value was increased multiple times, eventually reaching £428.5 million. That agreement is set to expire in 2027.
Official documents reveal that the Met’s current P-SOP system—a heavily customized version of Oracle E-Business Suite—is under significant maintenance strain, featuring as many as 55 separate interfaces. The migration to Oracle Fusion SaaS is viewed as a critical step for the Met to simplify its technology stack and improve operational efficiency. The entity responsible for delivering these services is EntServ UK Limited, the registered operating arm of DXC Technology.
As the largest police force in the UK, the Metropolitan Police managed a budget of approximately £3.8 billion last year. With this new contract, DXC takes on the responsibility of reshaping the force’s digital back-office infrastructure. This major outsourcing shift signals that the Met is accelerating its transition toward cloud architecture and standardized SaaS services to meet the increasingly complex demands of modern policing. The force has now formally published the contract award notice, confirming the establishment of this long-term partnership.
