Coinbase and the Linux Foundation launched the x402 Foundation to steward a new open-source internet payments standard. The group aims to create a neutral governance model for the x402 protocol, which allows websites to request and receive payments as part of standard web traffic. This move follows Coinbase's decision to contribute the technology to the Linux Foundation to ensure vendor neutrality.

Reviving the HTTP 402 Status Code

Launched in 2025 by the Coinbase Developer Platform, the protocol repurposes the long-dormant HTTP 402 "Payment Required" status code. This technical shift creates a native payment layer for the web, allowing APIs and websites to demand payment during normal HTTP interactions before granting access to services. By integrating payments into the transport layer, the protocol removes the need for separate checkout redirects.

"The internet was built on open protocols," Linux Foundation Executive Director Jim Zemlin said in a statement. "The x402 Foundation will create an open, community-governed home to develop these capabilities in the open."

Enabling Agentic Commerce

The foundation attracts significant industry support from Google, Stripe, Visa, Mastercard, Shopify, and Cloudflare. This coalition signals a shift toward "agentic commerce," where AI agents perform financial transactions on behalf of users. These agents require payment rails that operate without human manual confirmation for every single request.

According to the Solana Foundation, Solana has been an early adopter of the technology, reportedly driving nearly 65% of x402 transaction volume this year. Other projects, including Sam Altman's World, are integrating the protocol to help AI agents prove they represent real humans. Infrastructure efforts like MoonPay's Open Wallet Standard are also adding support to expand the ecosystem.

Transition to Open Governance

This transition to a community-led model marks a departure from proprietary payment gateways that often lock merchants into specific ecosystems. By placing the protocol under the Linux Foundation, the industry aims to ensure interoperability across different cloud providers and blockchain networks. This prevents any single corporation from controlling the gateway for AI-to-AI transactions.

"Agents are going to buy, sell, and transact on our behalf," Coinbase Chief Business Officer Shan Aggarwal told Decrypt. "They will need a payment rail that’s open, interoperable, and doesn’t require a human clicking confirm purchase."

Future of Web Monetization

The x402 Foundation will now prioritize maintaining interoperability across various technical implementations. The group intends to support developers and merchants building pay-per-request models, often utilizing stablecoins for efficiency. Observers should watch for the adoption rate among major cloud providers as AI agents become more autonomous in 2025 and beyond.
